The scammers are calling up businesses and saying "You have an overdue bill and if you don't pay the amount due, your utilities will be cut off." As you can expect, the scammers then try to get your credit card info over the phone...

Most utility providers don't threaten to shut your utilities off over the phone. Companies send a series of letters that gives a definitive disconnection date due to unpaid bills.
